Junior FOIA Analyst
Position Description
Working with colleagues/supervisors at a U.S. military client site in Colorado Springs, CO, assist with processing Freedom of Information Act (FOIA) requests. Ensure that responses to these requests support compliance with all relevant regulations and policies. Contribute to the government client's efforts by ensuring accurate and timely responses to FOIA inquiries.
Required Skills
- Understand FOIA Regulations, federal FOIA laws, exemptions, and compliance requirements.
- Familiar with the Freedom of Information Act and the Privacy Act of 1974.
- Experience with FOIA processing software or legal databases, Microsoft Suite, and document management tools.
- Familiarity with laws, regulations, and policy understanding, demonstrated by having a basic understanding of government transparency laws and agency policies related to the FOIA process.
- Experience with eFOIA and FOIA Xpress applications.
- Document management skills, demonstrating the ability to track, organize, and process FOIA requests efficiently.
- Competence in the Microsoft Office productivity suite software.
- Analytical thinking is essential to handling FOIA requests and determining appropriate responses.
- Strong written and verbal skills are required for correspondence with requesters and internal stakeholders.
- Time management skills are essential for managing multiple requests while meeting deadlines.
- Attention to detail and ability to identify sensitive information, apply appropriate redactions, and ensure confidentiality.
- FOIA analysis and processing experience in a U.S. military setting (at the military base level, command level preferred).
- Knowledge of federal information disclosure laws beyond FOIA.
- Familiarity with government agencies' protocols and workflows.
- Ability to work under pressure and maintain accuracy in document review.
- Basic Knowledge of legal terminology and administrative processes.
- Verify that requests are “perfected” before processing, as per IAW DoDM 5400.07, para. 6.2. (b)(5).
- Communicate with the requester to address any outstanding items required for the request to be perfected.
- Create folders on local share drive and in the eFOIA/FOIAXpress systems.
- For FOIA requests received in the eFOIA/FOIAXpress system, create a folder/folders in the local share drive.
- Send acknowledgment emails to requesters within 24 hours of request receipt from the eFOIA/FOIAXpress system, IAW 32 CFR 286.
- Assign fee category to requests based on the requester type. Fee categories can be found in 32 CFR Subpart E § 286.
- Assign requests to the appropriate Office of Primary Responsibility (OPR) for the records requested via the Task Management Tool (TMT) and the eFOIA system IAW -- within 24 hours of receipt.
- Determine the complexity of requests based on the type of information requested -- within 3 business days.
- Establish and issue expedited processing determination within 10 calendar days, when requested, as per IAW 32 CFR 286.8(e). Attachment 1 – Performance Work Statement FOIA Analyst Page 7 of 11.
- Make referral, consultation, or coordination determination, as necessary, as per IAW 32 CFR 286.7(d).
- Monitor Privacy Office CIPS requests and reach out to customers for the collection of PII information.
- Assist customers with the processing of DD 2930s (Privacy Impact Assessment), as required.
- Review documents for redactions, confidentiality, and accuracy.
- BA/BS degree.
- Minimum three (3) years professional experience processing Freedom of Information Act (FOIA) requests (at the military base level, command level preferred).
- On-site in Colorado Springs, Colorado. Must live within commuting distance of Colorado Springs, Colorado.
- U.S. Citizenship (Required).
- Must be able to pass Information Technology Tiers 1 or 3 background investigation.
